Onyx*, the Waste Management Division of Veolia Environnement, signs a 20-year Concession Agreement with the Shanghai Urban Appearance and Environmental Sanitation Bureau and Shanghai Urban Construction Investment Development Corporation for the Laogang Municipal Waste Landfill (near Shanghai).
The Agreement signed by Onyx through a 60/40 joint venture partnership between Onyx/CITIC Pacific** consortium and Shanghai Chengtou Environmental Industries Development Co. Ltd calls for the investment, design, construction, operation, maintenance and transfer of the waste from the Laogang Municipal Waste Landfill.
The total contract value is estimated to be 260 million euros. Total initial investment of the project is in the region of about 51 million euros including a loan facility of USD 28 million (approximately 23 million euros) from the World Bank.
The Laogang Municipal Waste Landfill is located 60 km from the city centre and occupies 361 hectares with an anticipated total tonnage of over 34 million tonnes of waste over the entire contract period. Initial intake is estimated to be 6,300 tonnes per day.
The Laogang Municipal Waste Landfill will be designed, built and operated to meet international standards and comply with all relevant local Chinese regulations. It will incorporate a double geo-membrane liner system, leachate collection and treatment system, landfill gas collection and management system, comprehensive environmental monitoring programs and modern landfill operations.
